One of the recent countries we're working in is Albania, where Internet access is fast expanding. It's not about adults protecting and filter monitoring, the children have to respect -- and I think Ann will talk about that and I'll talk about it on my rights panel. You have to focus on where the problem is. So these are not just issues we deal with in the classroom every day but they have serious financial implications. How many households -- almost one million users --. For example, whereas you referenced Article 4 of the CRPD to focus on the human rights nature of the whole convention, and it is seen as the first treaty of the Twenty-First century so that's right, to focus on that and bring it into the human rights body of treaties and so forth. We are-- seems there are so many new suggestions floating around, Brazilian proposals and all of the different initiatives being taken will clearly need to become more clear and we will proceed announced before we know what this is actually going to become but what's clear though is I wouldn't say we need new mechanisms for discussing human rights language, I think that we, what avenue institutions we have they will need to be underpinned by human rights principles. So over to you, Larry. That's a key part of this process. Internet administration is increasing all over the world. But the project is also and probably most importantly the observatory is there to support and provide evidence for this discussion. Request submission and request handling. But I think there's also perhaps room for continued evolution and improvement of the document with greater input and I don't know if that's-- I don't know the process you've gone through-- you guys have having challenges up there--. Usually people have a problem with each other. There are things such as the web content accessibility guidelines which the W3C has come out with, and ARIA, so there be standards around these areas but what is lacking to a great extent is monitoring. It's any situation where you have a requirement for someone in authority or has caring responsibility for someone who is unable to act safely in their own way. In our authority, between three years, we educate one or two computer experts from 82 Governmentships. Normative behavior in this world is kindness, it's positive. The Internet has been around for 20 years, children used it for about 18 or 19 years, so we have children like my own children who are in their 20s who grew up on the Internet, had access to it, and it turns out that psychologically they seem to be just as well adjusted as children who grou up before the Internet. I've seen I used to teach in a young-- at the young entrance level way back in another life, used to teach them to read with books, now you use screens so I won't get into debate which is better than or not, I'm happy they are learning at all. But the most important thing we're to go and the reason I'm so excited to be on this panel is because Microsoft is building technologies that will make it easier to support and foster human rights around the world. Yes, how to do this. So when we say that bullying is an epidemic, what we're really saying is bullying is common. In that services if you -- if the consumer wanted to use Safer Internet Services, the consumer can only inform the operator via Web Pages, call centre, SMS, and substitution agreement, and the operators that provide solutions between the profiles and between family profiles or child profiles or opt from the safe services, at any time. We provided this report to the government which is now coming up with a revised version of these website guidelines and hopefully there should be progress on that. There is a second leg to your question, which is, in the appeal mechanisms and in the dispute management, I may have orally emphasized too much the dimension of the relationship between the government and the platforms. In order for this to be effective you really do have to talk to the whole gamut of government, industry, activists, academia, average citizens and you have to talk in a way they can understand. And I think I'd like to touch on the subject of how and if documents like this one are due to matter for governments. And we are also the focal point within the World Broadcast Union. For us, as public service broadcasters in Europe, it's equally important the protection of the children's rights as well as the Freedom of Expression and other human rights. >> SUSIE HARGREAVES: And I'd like to add that in the UK, the four ISPs -- BT, sky, Verison and Talk, Talk just committed 25 million pounds to a project called "Internet Matters" which is an online safety campaign. Last point I want to say is that the broadcasting plays a very important role in this transition phase, because it could create awareness. So the children programming and the specialized children channels are in need to establish a trustful relation with the users, especially the young viewers, and the parents. But today we have seen that they are using a legitimate company to run by their forms of attacks, again targeting the kids. And the people who run the programme revised it and now they use an educational system based on something that children can understand and appreciate better. And if you have to do legislation, you have to be broad, not too broad, but you can't be too detailed. Second, documenting and formalize go the immerging procedural norms and standards to give you a very concrete example, both in turkey and in Pakistan the courts have made a decision that blocking an entire platform because of one piece of content is not proportional. So these are the questions and, for instance, one of the actors we were interacting with in checking this thing raised the point that is not incorporated yet in the slides but that it is an important element of the framework is who has the custody of the evidence. My name is Mandy Yamanis, and I work for World Vision on a project across five countries in Eastern Europe and the Middle East. So the Dynamic Coalition on accessibility and accessibility and open standards have in the past focused on the importance of, within the IGF of ensuring accessibility. So how do we reach those young people? Now, if I move to the second leg, how requests are being handled is the tricky element because the goal is to develop shared procedures and norm mechanisms. You may have noted that in the request format there is information regarding who is sending it or actually I didn't mention it in that slide, but there is information about who is sending it and where it is going to. But the Turkish Government stopped publishing reports about what websites were blocked and why, in Turkey, in May 2009. >> LARRY MAGID: Can the PowerPoint come up? It is a huge task. One is the Child Online Protection group. It is posted as an aid to understanding the proceedings at the session, but should not be treated as an authoritative record. We have had the Turkish perspective. I am using in my courses an old Persian that was translated into Spanish and I would be happy our center in Buenos Aires look the difference between this last document and documents that was translated before and to have the final document in Spanish as well but I think that this document will be more and more powerful if it is translated to many, many other languages so we are going to do that. I have it. Digitize all their literature which most of them are doing. Finally there are what's we're seeking to use the charter, citing it in universal peer-review assessments of countries human rights performance. As Derek highlighted and concentrate on what may seem like contradictions, I would suggest as Joy has interdependence does not necessarily mean the same, interdependence does not mean there are not tensions and the UN could have (?) We had a group of experts, I can see one in the back over there, human rights experts that we haven't through that data and tried to make it as concrete as possible it's an ongoing process as well that we have had I think about three versions of the charter. I would not want to see the issue isolated to any, a certain new mechanisms but rather I think the somewhat generalized consensus seems to be arising you do need to be integrated deep into the fabric of any potential new setup. I think we're getting a number of perspectives here. And on the idea of how best this is to be used I actually tend to disagree with Joy, that it is best used by reference so one way would be to say that here we have a set of principles, let's see how different countries match up. So again I think focusing on Article 4 is great because it puts it into the human rights context but there's a broader one you can engage and then lastly the UN General Assembly a few weeks ago held the high manufacture level meeting on disability and development trying to articulate the post 2015 development agenda so after the MDGs in what will happen? And this is an issue for us and I just wanted to see, you know, your views. Microsoft is pushing for good governance and rule of law. I would like to illustrating that by commending those of you in the (?) One, you want the domain to be taken down. If it is a Country that wants some content to be taken down because it's illegal in that Country, there is no way to an independent decision maker whose decision should apply worldwide. So I'm going to just take maybe three comments or questions at a time, and then we will move on. I'm not suggesting that there aren't moral or cultural reasons to be very concerned about pornography, but it has not caused enormous social problems, at least in the United States and Western Europe, where we have been able to measure it. Want to respond directly to Max's point about the relationship between what we call 10 punchy principles and longer charter. Upwards between between 6 and 20 percent of children were affected by it, but the vast majority are not bullied. Since I last engaged with the workshop in Paris, things seemed to have developed a little so as to maybe I'm getting the impression that you have rather descoped your ambitions somewhat in two ways. You'll see that in the agenda, chance to go into those substantial issues in more detail. And finally, when you implement the decision, whatever it is, one of the technical constraints that you should respect to not harm the infrastructure and what are the dispute management mechanisms. A large part-- a large part of the discussions during negotiations, when things were at a you know when things sometimes tended to come up to a standstill, someone would point out the obligations of most of those nations under the UN Convention for the Rights of Persons with Disabilities. We need to look at unintended consequences of well meaning legislation. We know the research is that children's literacy is increasing through using online. To make a comparison for instance with the work that is going on in ICANN on the EWG regarding the directory services for the reform of WOUZ, they are conform wed a slightly different problem. Although it is largely accurate, in some cases it may be incomplete or inaccurate due to inaudible passages or transcription errors. Think of it in terms of analogy as the port that is used in networking. So the idea is that there is a benefit in neutralize go this information and in particular in making sure that it is collected as automatically as possible. Right. But I'm passionate about this and it brings me to my relationship with some of you guys on +++ Child Online Protection. Do people on the panel think there are human rights issues which are orphan issues within the current system and do you think we need more principles, one of the things the Brazilian summit promised to look like and do we need a different Internet management wri has been a topic that will be raised at the Rio summit. So in this context the result is an increasing direct transborder request from law enforcement public authorities, Governments of all sorts, DNS operators can be DGTT and also the Google and Facebooks of this world that are located in another Country. We have seen the emerge against through the leadership of women's rights movement of much greater push on Internet related policy than we have from Internet rights activists so if we think about violence against women online, stalking, harassment, rape campaigns, we have seen in the cyber6 legislation developed for example in Philippines we've seen a huge amount of leadership from women's rights activists taking existing standards and saying these new forms of technology are creating new forms of violations that we need remedies and actions for. So if I move from Belgium to Denmark, all of my details will come with me and it's an easier process. Another important issue about Internet safety is sexual abuse images or child pornography. For example for the Dynamic Coalition to be having side events at some other human rights meetings to put forward the charter and talk and deepen understanding about it. And another observation in trend marker +++ as a security company is, number one, a lot of the kids have been exposed to what our peers were talking about, inappropriate images and content. That would not be exclusive, but it's one of the options. We are sponsoring two workshops that will be of interest to people in this room. That was really interesting, particularly understanding the context of the country where we're based today and understanding the trends and the work you're doing, which is really interesting. All areas that were explored in Internet safety and now we are beginning to evolve. When we did this process we were working with the full 8 UDHR but whenever you see human rights mentioned it tends to be about freedom of expression and privacy which are of course two of the core rights but there are many others which are important as well and we don't want them to get lost. It was published by the National Center for Missing and Exploited Children in the United States, which as many of you know is America's centre which helps protect children, find children who are missing, help children who are sexually exploited, and it runs the cybertip line. And that is a way of introducing children into child protection materials and prostitution. Not necessarily the content but the fact that it does come from an appropriate issuer. Is net service, Internet service, mostly on computers or mostly mobile in Turkey? And many of those young people don't have engaged parents. >> SUSIE HARGREAVES: Hello everyone again. If you can succeed it, maybe we can solve some of the problem, because they are every day faced to using Facebook and other accounts. So the first element is that when the answer is not documented or when it is not even coming, because there are situations where there is even not an answer to the question, it is frustrating for the parties and it's increasing tensions between the actors and the government, in particular. And there are no channels of interaction today that are preestablished to alleviate the tension between the platforms in one Country and the governments in another Country when there are public order issues or a real discrepancy between the different national laws. Nobody has a fundamental human right to engage in their freedom of expression on a particular platform. You can't learn it on your own. It is under the responsibility of the operators and the platforms to make decisions, but the way the requests are being sent, the way they're formulated, the formation that is provided about them is not really detailed. I receive, for instance, at a platform, an Email from somebody who says I'm the law enforcement agency in Kenya and the address is a Yahoo account. >> DOGAN UFUK GUNES: I think it's real nice, interesting for me and for my country. For instance, there is, within the group of the ITU dealing with cybersecurity, there is a specific Working Group in which we are trying to identify standardized technologies that could be applied worldwide for supporting security on the online for children especially. The ability to take technology and do new things. Any request should contain a justification for necessity, proportionality, potentially urgency, and very importantly, confidentiality. The point is what happens when a child goes up to a Fish tank and tries to move the Fish. And finally, because there is a set of criteria in most cases and there might be pulling in different directions, the idea as emerged is what about a panel or panels in the plural that could provide advice for companies who are caught in a situation where they feel that the criteria are not going in a clear direction. The current decision making in those issues is relatively simple. Amazing. I think in the UK some of the most successful things we have seen are where there are partnerships between the school, the teacher, the school Governors and the parents, and they come together with the children so that they all talk to each other and understand the problems and understand the role that each group of people can play to improve the situation. So that is a benefit. I talked to 400 schoolboys about this, so the 10 principles help.
