One of the recent countries we're working in is Albania, where Internet access is fast expanding. It's not about adults protecting and filter monitoring, the children have to respect -- and I think Ann will talk about that and I'll talk about it on my rights panel. You have to focus on where the problem is. So these are not just issues we deal with in the classroom every day but they have serious financial implications. How many households -- almost one million users --. For example, whereas you referenced Article 4 of the CRPD to focus on the human rights nature of the whole convention, and it is seen as the first treaty of the Twenty-First century so that's right, to focus on that and bring it into the human rights body of treaties and so forth. We are-- seems there are so many new suggestions floating around, Brazilian proposals and all of the different initiatives being taken will clearly need to become more clear and we will proceed announced before we know what this is actually going to become but what's clear though is I wouldn't say we need new mechanisms for discussing human rights language, I think that we, what avenue institutions we have they will need to be underpinned by human rights principles. So the children programming and the specialized children channels are in need to establish a trustful relation with the users, especially the young viewers, and the parents. But today we have seen that they are using a legitimate company to run by their forms of attacks, again targeting the kids. And the people who run the programme revised it and now they use an educational system based on something that children can understand and appreciate better. And if you have to do legislation, you have to be broad, not too broad, but you can't be too detailed. Second, documenting and formalize go the immerging procedural norms and standards to give you a very concrete example, both in turkey and in Pakistan the courts have made a decision that blocking an entire platform because of one piece of content is not proportional. So the Dynamic Coalition on accessibility and accessibility and open standards have in the past focused on the importance of, within the IGF of ensuring accessibility. So how do we reach those young people? Now, if I move to the second leg, how requests are being handled is the tricky element because the goal is to develop shared procedures and norm mechanisms. You may have noted that in the request format there is information regarding who is sending it or actually I didn't mention it in that slide, but there is information about who is sending it and where it is going to. So again I think focusing on Article 4 is great because it puts it into the human rights context but there's a broader one you can engage and then lastly the UN General Assembly a few weeks ago held the high manufacture level meeting on disability and development trying to articulate the post 2015 development agenda so after the MDGs in what will happen? And this is an issue for us and I just wanted to see, you know, your views. Microsoft is pushing for good governance and rule of law. I would like to illustrating that by commending those of you in the (?) One, you want the domain to be taken down. If it is a Country that wants some content to be taken down because it's illegal in that Country, there is no way to an independent decision maker whose decision should apply worldwide. So I'm going to just take maybe three comments or questions at a time, and then we will move on. I'm not suggesting that there aren't moral or cultural reasons to be very concerned about pornography, but it has not caused enormous social problems, at least in the United States and Western Europe, where we have been able to measure it. Upwards between between 6 and 20 percent of children were affected by it, but the vast majority are not bullied. We have seen the emerge against through the leadership of women's rights movement of much greater push on Internet related policy than we have from Internet rights activists so if we think about violence against women online, stalking, harassment, rape campaigns, we have seen in the cyber6 legislation developed for example in Philippines we've seen a huge amount of leadership from women's rights activists taking existing standards and saying these new forms of technology are creating new forms of violations that we need remedies and actions for. So if I move from Belgium to Denmark, all of my details will come with me and it's an easier process. Another important issue about Internet safety is sexual abuse images or child pornography. For example for the Dynamic Coalition to be having side events at some other human rights meetings to put forward the charter and talk and deepen understanding about it. And another observation in trend marker +++ as a security company is, number one, a lot of the kids have been exposed to what our peers were talking about, inappropriate images and content. That would not be exclusive, but it's one of the options. We are sponsoring two workshops that will be of interest to people in this room. When we did this process we were working with the full 8 UDHR but whenever you see human rights mentioned it tends to be about freedom of expression and privacy which are of course two of the core rights but there are many others which are important as well and we don't want them to get lost. So the first element is that when the answer is not documented or when it is not even coming, because there are situations where there is even not an answer to the question, it is frustrating for the parties and it's increasing tensions between the actors and the government, in particular. And there are no channels of interaction today that are preestablished to alleviate the tension between the platforms in one Country and the governments in another Country when there are public order issues or a real discrepancy between the different national laws. Nobody has a fundamental human right to engage in their freedom of expression on a particular platform. You can't learn it on your own. It is under the responsibility of the operators and the platforms to make decisions, but the way the requests are being sent, the way they're formulated, the formation that is provided about them is not really detailed. I receive, for instance, at a platform, an Email from somebody who says I'm the law enforcement agency in Kenya and the address is a Yahoo account. >> DOGAN UFUK GUNES: I think it's real nice, interesting for me and for my country. For instance, there is, within the group of the ITU dealing with cybersecurity, there is a specific Working Group in which we are trying to identify standardized technologies that could be applied worldwide for supporting security on the online for children especially. The ability to take technology and do new things. Any request should contain a justification for necessity, proportionality, potentially urgency, and very importantly, confidentiality.
